Kathmandu, July 29: The government has made public the implementation plan of the Third National Public Financial Management Reform Strategy (2026–2030) with the aim of making the public financial management system effective, transparent, accountable, and results-oriented.
The work plan of the strategy published by the Ministry of Finance has determined the responsible agencies, performance stages, timelines, expected outcome, performance indicators, and key accomplishments for effectively implementing the improvement programmes included in the strategy.
The action plan document was prepared based on the participation of and consultation with ministries, departments, commissions, offices, and other concerned bodies. It is said that the suggestions and opinions received from the relevant bodies were incorporated to finalize the action plan.
The action plan has not only prepared a clear roadmap for implementing activities to improve public financial management but also identified the responsible body, implementation period, and expected outcomes for each activity.
Institutional coordination, ownership, and accountability have been emphasized for the effective implementation of the reform programme. The Ministry of Finance has also prepared a monitoring, evaluation, and learning plan (2026–2030) for effective implementation and regular monitoring of the action plan.
According to the plan, the progress of the reform programme will be measured through the results chain, performance indicators, data sources, reporting system, and institutional learning.
The plan aims to make public financial management reform programmes result-oriented, while also ensuring regular monitoring, evaluation, and accountability of progress. The government expects this to lead to more effective use of public resources, financial discipline, good governance, and improvements in the delivery of public services.
